Network administrators experienced this acutely—they couldn't prioritize traffic, enforce policies, or bill customers accurately without visibility into packet-level data. However, Procera missed critical warning signs. The market shifted toward software-defined networking and cloud infrastructure, making hardware-based DPI solutions increasingly obsolete. Privacy regulations tightened, making deep packet inspection legally questionable in many jurisdictions. Competitors like Sandvine and Allot offered similar capabilities with better integration into emerging network architectures. Procera's technology became a legacy solution just as the industry fundamentally transformed, and the company was eventually acquired by Sandvine in 2013, unable to adapt quickly enough to survive independently.
